Pennsylvania's HB 1971 would make balcony solar legal. But it is only a proposal. This guide is as of October 2026. It is not legal advice, so check your utility's page before you buy. We could not reach the live legislature site, so the bill's latest status is not confirmed.
Is balcony solar legal in Pennsylvania now?
No state law allows it yet. HB 1971 was introduced on October 27, 2025, and sent to the House Energy Committee the next day. The last official page we could read was from December 2025. Trackers say there was still no committee action in August and October 2026. We could not confirm that on the official site. See which states allow balcony solar.
How many watts could I plug in under HB 1971?
As written when introduced, up to 1,200 watts back to the grid. It covers a solar panel system or a solar-plus-battery system. It would plug into a standard outlet and be certified by UL or an equivalent national testing lab. It would start 60 days after becoming law. This is only the bill as filed, and it could change.
Do I need to tell my utility in Pennsylvania?
Under the bill as filed, no. Utilities could not ask for approval, inspection, registration, notice or fees. But the bill is not law. Today, a grid-tied system that sends power back needs your utility's connection process. We could not verify the exact steps, so ask your utility.
Can my landlord or HOA say no to balcony solar in Pennsylvania?
Yes, as things stand. HB 1971 has no landlord or HOA rules. Your lease and HOA rules decide. Ask in writing before you buy. Our renters guide has a checklist.
Do I get paid for power I send to the grid in Pennsylvania?
Not under the bill. As filed, plug-in systems would not be eligible for net metering, and extra power would not be paid for. Our savings guide shows how to estimate savings from using the power yourself, if the law ever passes.
What does a balcony solar kit need in Pennsylvania?
Today, there is no state rule for plug-in kits. Under the bill as filed, a kit would need UL or equivalent certification, with no standard number named. It would also follow the maker's instructions and local building and fire codes. See kits sold in the US.
What can I do in Pennsylvania today?
Wait. Do not plug in a grid-tied kit. Read what balcony solar is. Reports say the 2025-26 session ends around November 30, 2026, and a bill that has not passed would die then. We could not verify that date. If it dies, it would need to be filed again.
