Virginia signed SB 250 in April 2026. It starts on January 1, 2027, and you must tell your utility first.

The short answer

Yes, from January 1, 2027. As of October 2026, Virginia has signed SB 250 and HB 395. You can plug in a certified portable solar device of up to 1,200 watts. You must first send your utility a notice form. The system must not send power to the grid.

Virginia signed its plug-in solar law on April 22, 2026. Unlike some states, it asks you to notify your utility before you plug in. This guide is as of October 2026. It is not legal advice, so check your utility's page before you buy.

Is balcony solar legal in Virginia now?

Not yet. SB 250 (Chapter 998 of the 2026 acts) was approved on April 22, 2026, and it starts on January 1, 2027. HB 395 is the companion bill. Until then, the old utility rules apply. For other states, see which states allow balcony solar.

How many watts can I plug in in Virginia?

Up to 1,200 watts per customer, or per home in a multifamily building. The device must be movable and plug into an outlet. It must sit on your side of the meter and follow the latest national electrical code. It must also have a feature that stops it from sending power to the grid.

Do I need to tell my utility in Virginia?

Yes. This is a must. Before you install, you send a notice form online or by mail. The utility then has 15 days to flag problems. If it does not reply, you may install. The state utility regulator had to publish the form by September 1, 2026. We could not confirm that it has, so check your utility's page. The utility cannot charge fees.

Can my landlord or HOA say no to balcony solar in Virginia?

It depends. A landlord who owns more than four rental units cannot ban you from installing on the outside of your home. They can set reasonable size and placement rules. You give 7 days' notice and pay for any damage. Some units are left out, such as those billed by a shared-meter formula. HOA and condo rules are not overridden. See our renters guide.

Do I get paid for power I send to the grid in Virginia?

No. The law says your device must not send power to the grid, and it sets no payment for it. It is built to cover what your home is using. Use our savings guide to work out what that is worth to you. A device that exports could break the rules.

What does a balcony solar kit need in Virginia?

It must be certified by a national testing lab, or an equivalent, and have an anti-export feature. The law does not name one UL standard. Small devices of 391 watts or less get relief from rules that would force changes to your home's wiring. A state work group on safety standards is due to report by November 15, 2026. See kits sold in the US.

What can I do in Virginia today?

Prepare. Learn what balcony solar is. Find your utility's account number and meter number, because the form asks for them. If you rent, talk to your landlord early. Wait to buy until certified kits are on sale. One co-op tells its members not to buy until the safety standards come out.
